Can you purchase brand named Valium in Mexico without a prescription?

I just got a prescription for brand named Valium for vertigo. I have had little to no results with all the other anti-vertigo drugs, i.e. Meclizine, (antivert), steroids. My Dr. suggested I try 5mg of Valium to see if it would help. Amazingly, it completely disappeared 30 minutes after taking it. The problem is, that even though my Dr. wrote "medically necessary" on the prescription, (referring to needing brand name), my insurance would not cover the price. For 30-5mg tablets it is $98.
I was wondering if I could get this in Mexico for less, but do I need the prescription?

Even if it says that its brand name in Mexico, odds are it wont be. They don't have the regulations that they have here in Mexico. You dont even need the prescription to get the valium,
