I am sorry to tell you, but no they will not whiten.

In-office or chairside whitening would be best for tetracycline stains. If you are considering having veneers, it would be better to have your teeth bleached first then cover it with veeners to achieve a whiter effect. Veneers alone would mask the stained teeth but the discoloration would show under the translucent porcelain.
