Daughter been given Tamiflu, but could it be that she hasnt got swine flu

I filled out a questionaire on the nhs website and I was given a number to take to my pharmacy for tamiflu. I had to take id for me and my daughter. She had a soaring temperature, runny nose, aching limbs and a headache.
The thing is, yes she is quiet and yes she is lying down all day but she isn't listless like I would have expected her to be.
My concern is, if it is just an ordinary flu/cold and she DOES happen to get swine flu, then I am worried that the Tamiflu will then not help her.
Tamiflu is not a cure, it just helps by making the symptoms less severe and reduces the time ill by 1 day (advise from pharmacist).
She has been having paracetamol and ibrufen to keep her temp low. Oh and by the way, our next door neighbour has had it (or, who knows, a normal flu)and was given Tamiflu and her boys who play with my kid, haven't suffered at all,
Do you really think she has swine flu or are they giving Tamiflu out willy nilly?

"they" give out Tamiflu for flu symptoms, it doesn't matter what kind of flu it is, the tamiflu helps. If she gets another virus causing a flu, then it will work the same way.
