i took 2 ambien in 12.5mg tablets and i slept for 16 hours and im still very very tired.
is that normal?

Drowsiness in one of the most common side effects of Ambien CR. Now, the most probable reason that you are feeling very tired even after 16 hours of sleep is the wrong dosage you took. You should not exceed 12.5mg of Amben CR per day (unless it was prescribed to you to take 2 of the 12.5mg tablets).
