According to 2 physiotherapists in San Jose, Costa Rica, constant use of hydro cortisone, can cause bone to disintegrate. Well, as one 60 year old man said to me, if I go for one shot, in an emergency, for my knee, it isn't going to kick in until I am 90, and not unless I do a lot of this.
If there are other options such as therapy that physiotherapists recommend, or gentle exercise, then do so. Extreme weights on legs, for example, is never recommended. Sometimes surgery is recommended, but again, there are so many good psysiotherapists, go for the simpler solution, because sometimes, results from surgery are not possible to undo. There are so many good physiotherapists where I live. The tropical climate attracts physiotherapists to Costa Rica from all over the world. Several of them, and some Costa Rican therapists as well have provided relief that really works for me.

Which are you referring to? The cream or inhaler?

If you're talkign abotu over the counter hydrocortisone, that's pretty safe.

If it's used for an extremely long time, it might cause some thinning of the skin - I say that because I know stronger corticosteroids can do that, I'm not positive about hydrocortisone.

There also may be a risk of systemic absorption - meaning that it's supposed to just treat your skin, not soak in deeper and get into your bloodstream and stuff. If you put on a bunch of it, and covered it up tightly with bandages or something, you might get it to absorb into the system which might cause adverse effects.
