Yes propecia is licensed in the UK, so it can be prescribed. I'd imagine it would be pricey, around the region of £40 as a wild guess. There are online pharmacy sites that will offer competitive prices if you have a prescription.
What you may want to do is go to a doctor who specializes in these conditions. You can ask him directly about giving you a prescription. Most doctors will need to determine first if you really need this prescription. But there are still some who would just write one out, for a price.
