I wonder how long it will take the government to realize that drug use/abuse and consequntly addiction is always going to exist.People have always used drugs for variouse purposes...and its not about to change. The best way to deal with it is to make the consequences of drug use as minimal as possible to the individual and society. I dont think were ready yet for such elevated thinking....but I have a Dream!

Two words: harm reduction.
There are some things that you just can't stop people from doing. Limiting their potential to harm themselves and other people is the way to go.
