It all depends on what you bought @2oldfordrama, it really depends on what you bought and from who you purchased the item. If it was prescription drugs I would say no. PayPal does not even play that game. If that's the case kiss the money goodbye because it will be seized by paypal.
If it was a legit retail product and you do not receive it. You could then file a dispute. The seller has to provide PayPal a confirmation that it was actually shipped to you.
It would probably have a delivery confirmation label on it. The p.o. scans these labels to track certain scan points on it's way to the recipients destination. If the package was never scanned via transit, you would have a good case & should get your money back.

its not hard to get your money back. i ordered a couple of things off of ebay. two of the auctions were cancelled due to fraud. i did not care i wanted my items plus i already paid. so i sent the guy an email-he did not respond. then i sent 2 more-did not respond. then i opened a dispute on paypal-even though i already paid ebay cancelled the auction and removed every trace, when you open a paypal dispute it magical appears on ebay. you need to dispute now. you dont have to tell what you ordered. state that you did not get it in the time frame. they will then give the seller a chance to respond. during this time they are suppose to freeze the funds. if the seller does not respond or you two cant work it out then you have to move it to a claim. paypal decides claims. if the seller does not respond or they did not send then you get your refund. i think it took me about two weeks to go through the whole process.
the second cancel auction i sent an email and immediately opened a claim because i did not want them to get away with any money(paypal makes sellers keep a reserve but i took no chances). the seller did not respond but he sent a tracking number that i had to look on 4 systems to find. it never moved past Past China Customs. i received the item a few days later. it just made it to me before the Move To Dispute option was expiring. i politely told paypal i received the item(i am not a scammer) and cancelled the claim. the item was exactly what it was suppose to be. his communication was just not there.

I agree with Keith. I would stay away from using PayPal if buying meds online,too risky for me.

Hi have used PayPal for totally legal stuff for years. To the point of being classified as a 'Top Customer'... I have had MANY disputes and the processes always goes the same way.
1. Open an 'Resolution Center' and 'Dispute' (there should be link on the payment details page)
2. They will ask for a reason, say 'Item never Arrived'
3. They will ask what type of goods, say 'Other Tangible Goods'
4. That’s it! sit back and 3-10days later you will get your money back.
I personally wouldn't use PayPal for anything illegal, but the dispute process is EASY.
No human will ever look at it, it is a completely automated system. The only worry you would have is if you have reached a money value threshold that paypal sets,
at that point they may ask more questions.

One other point about if you purchased meds and used Paypal. If they even think that's what you're doing they will close your account and the other person's account. So be careful if you want to keep your Paypal account.

My advice is to stay the hell away from Paypal, period. I've used Paypal to purchase meds and never had a problem, and their complaint process is good if you've been screwed out of some goods you ordered (unless they're drugs). But if you used Paypal as a seller on Ebay, WATCH OUT. New software linked my current to my old account, and suddenly out of the blue they say I owe money to them due to a dispute with ebay (the dispute: I sent an opthalmoscope to a buyer on ebay, who received it, and then claimed they never received it, and ebay sided with the buyer, and paypal sided with ebay).
DO NOT USE PAYPAL. If you have an account, close it. I filed complaints with the SEC (they actually replied and said it wasn't in their purview), the FTC (still waiting, though the SEC recommended I complain to them), the Better Business Bureau (still waiting), the State Attorney General Consumer Protection Division (still waiting), and my congressional representatives and Senator (still waiting, though it's only been a week). I also wrote a nasty letter to the president of Paypal.
I anticipate losing. But I did succeed in pissing them off. Those bastards at Paypal have a god complex. If I had my wish, everyone would boycott them. That would get their attention.
Speaking of which, thanks for the reminder. It's time to give them another call, and harass the hell out of them, complaining about the unfairness of it all. See, the thing about customer service, is that they can't hang up on you, unless you're abusive, or they want to risk losing their jobs. So every time I call and am hung up on, I get their name, and call back to their supervisor, so I put their jobs in jeopardy. Do I have too much time on my hands? yeah. But I tell you what. If you stick me with an indefensible wrong bill from almost a DECADE AGO and freeze my account, even if I didn't have any money in the account, I am going to HARASS THE F#$% OUT OF YOU.
So pick up the phone. Complain. Paypal is full of sh#$. Call them *******s like they are. If you do, you will have my eternal gratitude.
I never had any problems with paypal. Neither as a buyer or a as a seller. As long as you can provide them any proof that the package is delivered (eg tracking nr) the buyer has to prove he didn't receive it. I had a dispute filed to me twice but since i was able to provide a tracking nr i won both.











PayPal sucks, but if you sell on eBay, they are a necessary evil. If there any other vaible payment options, I would close my paypal account in a nano second.

Definitely this. And they will probably keep whatever funds you have in your account as well, or at least hold them for awhile and make it difficult to get them back. While I absolutely hate the monopoly they have on online transactions, I really need my PayPal account for various online things, and would never use it to purchase meds.
