Paypal protects the buyer more so than the seller, that has been my experience. Perhaps a huge seller with thousands of transactions a year might get preferential treatment, i don't know. I do know they require a bank account for a paypal account and they will do a charge back which your bank may pay out of other funds if no money in checking. Still no guarantee you will get your money back.
The downside is that if paypal finds illegal transactions or against their tos, they can close the accounts of both parties and take the money. If you don't like it you can sue and face their team of lawyers.
A credit card is safer but get one with the option of creating virtual cards as i've talked about in many other threads.
Gullible, I have read for years that paypal is NOT the way to pay vendors for that very reason. I personally think paypal was key in shutting Alden Clinic down. I don't know anything, just that Alden Clinic took paypal and only sold controlled substances (like codeine) for a very short time.
