I assume you're taking 1 mg daily.
It could be an allergic reaction. However, since it has not gotten worse, i.e. the duration of the rash has not lasted longer, or more severe, you have decided to put up with it, rather than losing more hair. What you can do concurrently is to take an anti-histamine, i.e. Loratadine (brand name is claritin or another is alavert) and it should help. Benadryl is too sedating-and is not really not safe to take during the day as you need to stay awake.
But if it is unbearable--or the reaction is so bad (i.e. your tongue is swollen and you can't breath)--it is far too dangerous for you to continue taking it.
What I would do is consult the doctor who originally prescribed this for you. There is a similar antiandrogen (for hair-loss) that you may tolerate better. I think it's called dutasteride, generic name, that is.
By the way, if your doctor says that you can stay on propecia, he should, next time, write you proscar instead. You're already paying for the medication--Proscar (which is the exact same medication) is 5 mg for each tablet. Propecia is 1 mg. So you divide the proscar into 4 little pieces (not really possible to do five pieces) so it will last you four times as long. A 30 day supply of proscar will last you four months. Costs basically the same. (Check out Costco's website).
A year is a bit too long to have waited to look into this though.
